2026 Ballot Issues Forum: Prop 400 & Prop 403

Join us for the 2026 Ballot Issues Forum, a free, educational community conversation focused on two proposed measures that could shape Sedona’s future: Proposition 400 (Home Rule) and Proposition 403 (The Western Gateway Initiative / Sedona Cultural Park Preservation Act).
This unbiased forum is designed to help community members better understand the purpose, potential impacts, and perspectives surrounding each proposition ahead of the 2026 election. Attendees will hear informational presentations, learn about key considerations on both sides of the issues, and have the opportunity to ask questions in a respectful, community-focused setting.
Proposition 400 relates to Sedona’s continued use of Home Rule, which allows the city to spend the revenue it already collects under a locally approved expenditure limit rather than a restrictive state formula, the State-Imposed Expenditure Limitation (SEIL) established in 1980.
Proposition 403, the Western Gateway Initiative, a citizen-led initiative known as the Sedona Cultural Park Preservation Act, would place restrictions on development at the city-owned Western Gateway property, including prohibiting residential development and overnight camping on the site.
